2021年10月9日,以“应用数学如何做‘揭榜挂帅’和‘赛马’”为主题的对话讨论会在中国工业与应用数学学会(以下简称学会)第十九届年会期间顺利举行,各企业、高校、研究院等近百名专家参加了讨论会。
出席讨论会的嘉宾有:学会前任副理事长、中科院数学与系统科学研究院常务副院长高小山,学会副理事长、华为技术有限公司全球技术合作副总裁艾超,中国移动通信集团有限公司研究院首席科学家刘光毅,西安电子科技大学广州研究院执行院长沈八中,概伦电子研发副总裁方君,学会副理事长、复旦大学数学与科学学院副院长雷震。讨论会由中国科学院院院士、学会理事长、北京大学副校长张平文主持。
张平文院士首先介绍了举行此次讨论会的背景。他说,“揭榜挂帅”和“赛马”体制是国家提出的科技创新新举措,目前,如何真正地实现“出题者”与“解题者”的有效对接,还需要我们共同探索。
“对于中小型企业,揭榜挂帅体制是非常重要的,它为有能力的企业提供了公平竞争的机会,”概伦电子研发副总裁方君说道。对于国内EDA企业来讲,不仅要解决自身在国内市场的需求,还要积极地参与到国际市场竞争中,“赛马”体制的提出更能激励科技工作者竞争的积极性,机遇与挑战并存,才能使项目产出更好的成果。在研究成果的应用方面,他建议,可以将国家支持的科技项目成果中的一些亮点技术路线选择性地进行知识共享,更有利于行业发展与技术突破。
沈八中院长以自己与华为的合作经历为例,对科学工作者如何发现企业问题、企业生产者如何解决工业数学问题发表了看法。他谈到,国家/企业重点项目引入奖励机制是非常关键的。在市场发展中,比如数学问题的解决,就需要我们不断探索,引入竞争与奖励,通过“赛马”制度进一步提高项目研发成功率。
艾超副总裁表示,从亲历者的角度来看,华为公司历来重视数学等基础领域的投入,也积极参与了“揭榜挂帅”项目工作,从实际需求角度参与讨论,希望能支撑促进应用数学的发展和企业的创新。对于“揭榜挂帅”体制的三个角色 —— 出题者、解题者、组织者,他有以下几点建议:对出题者来说,问题的质量决定成果的价值,共同出题是至关重要的,企业家与科学家要不断交流学习,加大对数据研发的支持与投入,引进数学人才;对组织者而言,制定有效的措施来帮助企业实现创新突破,希望数学家深入到企业一线、建立信息需求机制,提升计划效率;“揭榜挂帅”项目要牵引真正的优才,追求卓越,不提倡所有的人都参与进来,真正的人才深入到产业技术需求的研究,一定会获得回报。对于研究失败的工作团队要给予足够的尊重,即使在“赛马”过程中退出了竞争,但在项目回溯过程中,也可能会发现其前期研发成果是有价值的。
高小山研究员简要介绍了数学应用研究专项的相关政策,呼吁越来越多的数学专家参加到“揭榜挂帅”项目中。他谈到,“揭榜挂帅”项目是针对国家与企业急迫解决重大需求的数学项目,项目所提炼的数学问题不应该是现有的数学方法的简单应用,也不应该是长期未解决的数学难题,而应该是有可能在短期内取得突破性进展并且企业迫切需要的数学问题;他还就揭榜挂帅项目需求方、项目组织等方面谈了一些建议。
刘光毅博士谈到,对通信本身来说,“揭榜挂帅”是非常有意义的,在未来的十年后,期待行业内有更多的原创技术,出现更多的技术突破。他提到,“揭榜挂帅”项目的解决需要一个持续发展的沟通交流平台。就目前的体制来看,最大的挑战在于项目实施、监管、评估体系还不够完善,具有一定局限性。他倡导,尽快健全管理体系,有“揭榜挂帅”项目经历的团队分享经验,进一步加速行业创新性发展。
雷震教授首先对张平文院士坚定推动应用数学促进企业创新落地表示感谢,他认为这将会极大地推动中国应用数学的发展。他表示,“揭榜挂帅”首先要有“榜”可揭,企业一定要提出有重大或重要科学意义的问题。他呼吁企业要像学术界一样设立访问学者制度,借鉴学术界的研讨班制度,有意识、制度化的邀请应用数学家到企业去从事一定时长的访问学者工作或者组织研讨班。另一方面,作为解题者,应用数学家也应该积极地与业界交流沟通,应用数学的研究不应当完全在办公室完成,还要经常到企业的一线场景中,甚至企业的研究人员也要成为解题者的一部分。
讨论会现场气氛活跃,与会专家各抒己见,台下观众踊跃提问,积极互动。专家们一致认为:数学家应该深入到企业一线,真正了解企业需求,与企业家通力合作,帮助企业将工程问题凝练成数学问题,做到精准出题;进一步改进体制机制,完善现行的管理、评估制度;整合各方资源,通过“揭榜挂帅”的不断探索与成熟,把更多复杂、深奥的数学理论和技术应用于工业领域,共同推动应用数学研究攻克产业难题。
学会数学与企业合作交流平台供稿

2021年10月21日至22日,国家天元数学西北中心在线上召开了“最优化方法与人工智能”主题年活动之“典型领域中的优化问题及方法”专题研讨班。活动邀请了新加坡国立大学张瑞教授、华为技术有限公司蒋培刚高级技术专家、浙江大学钟财军教授等十四位报告专家作学术报告,来自75家高校及科研院所的200余位学者在线参加。
专题研讨班开幕式由国家天元数学西北中心副主任陈志平教授主持。开幕式邀请西安交通大学徐宗本院士致欢迎词。徐院士首先介绍了中心主题年活动的背景意义和各项活动的运行情况,深层次解读了人工智能与最优化交叉研究的学术意义和实用价值,指出了领域内一些颇具挑战性的研究方向。“最优化方法与人工智能”主题年活动首席科学家罗智泉院士出席开幕式并致辞。罗院士详细阐述了最优化和运筹学的发展历程,给出了两者在科学研究和工程运用中相互交融相互促进的实例,期待越来越多的学者们投身于这一研究领域。本次活动召集人西安交通大学薛江教授简要介绍了研讨班的组织情况和各位专家的报告内容,期待以此次研讨班为契机,与学术界和业界专家们建立起长期深入的合作研究。
随后,会议进入报告研讨环节。蒋培刚高级技术专家针对未来5.5/6G系统的特性和性能演进需求,畅谈了如何借助数学理论和数学工具设计高性能低复杂度的计算方法;张瑞教授介绍了通信和最优化技术在无人机领域中的运用;华为技术有限公司闫琦专家介绍了团队在数据驱动的无线网络环境建模以及大规模网络优化等方向的研究方法以及试验结果。中电三十六所尤明懿研究员分享了基于时频差参数的辐射源定位优化算法;浙江大学钟财军教授重点介绍了如何利用深度学习解决传统多天线系统设计与优化所面临的高复杂度问题;同济大学史清江教授与大家探讨了有限字符输入下MU-MIMO系统速率优化问题的两种解决方案;西安电子科技大学王勇超教授、美国明尼苏达双城分校洪明毅教授、四川大学宋恩彬教授、深圳市大数据研究院张莲民副研究员、香港中文大学(深圳)张纵辉副教授、沈闓明助理教授、浙江大学刘安研究员、北京理工大学邢成文教授等分别从数据驱动的无线网络优化、基于深度学习的多天线系统设计与优化、时频差定位中的优化问题、Federated Learning算法等不同的角度,与大家深入探讨优化方法在不同重要场景中的应用及发展。他们慷慨分享自己的科研成果,并通过线上问答同与会学者交流研究经验。会议学术氛围浓厚、讨论积极热烈。
本次专题研讨班的主题是围绕通信网络系统中的复杂优化问题,聚焦资源调配、网络布网优化,路径规划、多用户系统预编码等研究方向,研讨其中的优化算法框架和高效算法。研讨班的成功举办为数学、人工智能及通信及相关领域的专家学者、青年教师和学生提供了学习交流其中的关键技术和核心方法的机会,帮助国内学者掌握国内外最新研究动态,促进了我国智能化产业的发展。

第二十届流体力学数值方法研讨会(NSNMF20)拟定于2021年12月3至5日在江苏省南京市举行。本届会议由北京大学数学科学学院承办,中国科学院数学与系统科学研究院科学与工程计算国家重点实验室、北京应用物理与计算数学研究所、北京航空航天大学数学科学学院、中国科学院大气物理研究所大气科学和地球流体力学数值模拟国家重点实验室、中国科学院力学研究所、南京航空航天大学理学院协办。本次会议也得到了江苏省数学会计算数学分会等的支持。
本届研讨会由大会邀请报告和分组交流报告组成,会议热忱欢迎全国从事流体力学数值方法、大气海洋数值模拟、物理气体动力学理论与计算方法的科研、业务、教学、工程技术人员和研究生积极报名参加。
