各有关单位:
为全面贯彻落实习近平总书记在两院院士大会重要讲话精神和《中共中央 国务院关于全面实施预算绩效管理的意见》《国务院关于优化科研管理提升科研绩效若干措施的通知》《国务院办公厅关于抓好赋予科研机构和人员更大自主权有关文件贯彻落实工作的通知》的要求,充分激发科研人员创新活力,切实减轻科研人员负担,按照明确责任、简化流程的原则,现就国家自然科学基金(以下简称“科学基金”)项目和资金管理有关事项通知如下。
1.精简信息填报和材料报送。申请国家杰出青年科学基金项目和创新研究群体项目时,不再需要提供学术委员会或专家组推荐意见;在站博士后人员作为申请人申请面上项目、青年科学基金项目和地区科学基金项目时,不再需要提供依托单位承诺函;青年科学基金项目申请书中不再列出参与者。国家自然科学基金委员会(以下简称“自然科学基金委”)将进一步完善项目申请相关文本,简化填报内容。
取消依托单位项目资金年度收支报告编制报送;依托单位决算汇总表无需报送纸质文件;继续扩大项目无纸化申请试点范围。
2.简化项目预算编制要求。编制预算时,定额补助式项目只需提供基本测算说明,不需提供明细;成本补偿式项目只需提供必要的测算过程说明。
3.精简项目过程检查。面上项目、青年科学基金项目、地区科学基金项目等一般不开展过程检查,仅在必要时进行抽查;对于其他研究目标相对明确、资金体量较大的项目,自然科学基金委按照相关项目管理办法的要求,在实施中期组织同行专家采取会议或者通讯评审方式,对项目进展和资金使用情况等进行一次检查。
4.赋予科研人员更大技术路线决策权。科学基金的项目负责人,可以在不改变研究或技术指标的前提下,自行决定研究方案或技术路线。
5.赋予科研单位项目经费管理使用自主权。科学基金项目资金直接费用中除设备费外,其他科目预算调剂权全部下放给依托单位。设备费预算一般不予调增,确需调增的需报自然科学基金委审批;设备费调减、设备费内部预算结构调整、拟购置设备明细发生变化的,由依托单位审批,依托单位要切实履行审批职责。依托单位应按照国家有关规定完善管理制度,相关管理制度报自然科学基金委备案。
6.规范结题财务审计。对于成本补偿式项目,资助期满后,依托单位应及时清理账目与资产,严格按照《中央财政科技计划项目(课题)结题审计指引》及相关规范,自主选择具备资质的第三方机构完成结题财务审计,并作为财务验收的依据。
7.精简项目验收检查。科学基金项目中成本补偿式项目需进行结题验收,由自然科学基金委组织专家组一并完成项目和财务验收程序。
8.推进分类评审改革。基于新时代科学基金“鼓励探索、突出原创;聚焦前沿、独辟蹊径;需求牵引、突破瓶颈;共性导向、交叉融通”的资助导向,选择重点项目和部分学科面上项目试点分类申请和分类评审,分别制定相应的评审要点,遴选和资助符合科学基金资助导向的创新性项目。
9.强化四方公正性承诺制度。为弘扬科学精神,树立优良学风作风,进一步加强评审工作的公正性,强化承诺制度。申请人和参与者、依托单位和合作研究单位、评审专家以及自然科学基金委全体工作人员均需签署维护科学基金公正性的相关承诺,杜绝各种干扰评审工作的不端行为。对于发现和收到的涉及违背承诺的违纪违规线索和举报,将按照管理权限移交相关纪检监察部门处理。
10.突出代表性成果和项目实施效果评价。为使评审专家更加注重标志性成果的质量、贡献和影响,申请人与参与者简历中所列代表性论著数目上限由10篇减少为5篇,论著之外的代表性研究成果和学术奖励数目由原来不设上限改为设置上限为10项。
加强自然科学基金项目绩效管理。分类设置绩效指标体系,强化绩效目标管理。开展项目绩效评价,重点评价新发现、新原理、新方法、新规律的重大原创性和科学价值、解决经济社会发展和国家安全重大需求中关键科学问题的效能、支撑技术和产品开发的效果、代表性论文等科研成果的质量和水平,以国际国内同行评议为主,年终决算时组织开展绩效自评。加强绩效评价结果应用,将评价结果作为后续各类型项目资助调整的重要依据。
11.避免科学基金人才项目被异化使用。科学基金人才项目不是荣誉称号,也不是“永久”的标签,有关部门和依托单位要设置科学合理的评价标准,让人才项目回归研究项目本质,避免与物质待遇挂钩,为广大科研人员潜心研究创造良好氛围。自然科学基金委将根据中央关于科技人才计划统筹协调的有关要求出台避免科学基金人才项目与其他科技人才计划重复资助的进一步规定。
12.加强科研伦理、科技安全审查和监管。依托单位和项目申请人应当严格执行国家有关法律法规和伦理准则。依托单位要建立健全科研伦理和科技安全管理制度,加强伦理审查和过程监管。科研人员要加强科研伦理和科技安全等方面的责任感和法律意识,自觉接受伦理审查和监管。
13.强化依托单位主体责任。依托单位要认真履行管理主体责任,加强和规范科学基金管理;充分尊重科研自主权,保护、调动和发挥科研人员积极性;加强科学基金项目研究成果管理;积极促进科研成果的科学普及与转移转化;要根据科研工作的特点,对科研需要的出差和会议按标准报销相关费用,进一步简化优化报销管理,建立科学合理、便捷高效的报销管理机制;要加快建立健全学术助理和财务助理制度,通过购买财会等专业服务,把科研人员从报表、报销等具体事务中解脱出来,相关费用可由依托单位根据情况通过科研项目资金等渠道解决。

2019年4月13日上午9:30,中国科学院数学与系统科学研究院-香港理工大学“应用数学”联合实验室(以下简称“联合实验室”)第一次学术委员会暨联合实验室揭牌仪式在我院举行。
中国科学院国际合作局曹京华局长致开幕辞。他首先对联合实验室的成立表示祝贺,并肯定了联合实验室取得的成果。同时,他也鼓励联合实验室积极服务国家发展战略,抓住难得的历史机遇,为粤港澳大湾区和香港国际科技创新中心的建设贡献力量。接着,我院常务副院长高小山研究员发表讲话,他感谢国际合作局对联合实验室的支持,并表示我院将成为联合实验室发展的坚强后盾。
随后,曹京华局长和高小山常务副院长为实验室揭牌。参加揭牌仪式的还有:联合实验室学术委员会主席马志明院士,联合实验室学术委员会其他委员,包括斯坦福大学叶荫予讲座教授、联合实验室内地方主任袁亚湘院士、北京大学张平文院士、联合实验室港方主任香港理工大学陈小君讲座教授、香港理工大学孙德锋讲座教授、香港理工大学黄坚讲座教授、系统所副所长杨晓光研究员。此外,还有国际合作局港澳台办公室李芳芳主任、联合实验室港方副主任乔中华副教授。仪式由联合实验室内地方副主任刘歆副研究员主持。
揭牌仪式后,联合实验室学术委员会主席马志明院士带领学术委员会委员围绕着联合实验室未来发展方向进行了热烈的探讨,委员们对联合实验室发展建言献策,对联合实验室的具体规划进行了深入的筹划,会议取得了丰厚的成果。

4月12日-14日,国家天元数学西北中心在西安交通大学召开基于动力学不稳定性理论的健康临界状态评估方法专题研讨会。该研讨会为西北中心2019“数据科学与医疗健康”主题年活动之一,共邀请来自中科院上海生命科学研究院、中科院数学与系统科学研究院、北京大学、复旦大学、中山大学、华南理工大学等多家高校及科研院所的30余位从事生物、数学领域的专家学者参会。
12日上午,开幕式由会议召集人、西安交通大学数学与统计学院副院长肖燕妮教授主持,国家天元数学西北中心主任、西安交通大学徐宗本院士、中科院上海生命科学研究院陈洛南教授应邀出席并致辞。徐院士首先介绍了主题年活动概况和本次会议的研讨专题。把生命过程理解为动力系统,以数据科学、生物信息学为基础,利用动力系统不稳定性理论实现健康管理这一科学问题的立意具有创新性,符合全民健康的理念。希望与会专家通过深入研讨该主题蕴涵的理论问题和数学方法。陈洛南教授介绍了会议安排和拟讨论的几项主题,并代表与会专家感谢国家天元数学西北中心的精心策划组织。
4月12日—14日上午,会议围绕基于动力学理论的时间序列预测方法、基于动力学理论的健康临界状态量化方法、数据驱动的因果关系推断方法等多个主题做了多场学术报告和深入的研讨。陈洛南教授做了题为“Predicting future dynamics based on short-term high-dimension data”的报告;北京大学数学学院刘铁军教授报告涵盖了Dynamical system approach on scRNA-seq data analysis;复旦大学林伟教授讲解了基于数据因果关系推断的基本方法和最新进展;中科院数学院王勇研究员报告内容涉及健康状态的调控网络量化、单细胞多组学数据的耦合建模等多个题目;华南理工大学刘锐教授介绍了在高通量生物分子数据的样本条件下的一些临界点预警算法及其应用实例。此外山东大学刘小平,中山大学陈川,中科院上海生命科学研究院戴昊、曾涛,中科院数学与系统科学研究院万林,中科院动物所马亮,苏州大学马欢飞等专家也先后做了精彩的大会报告。与会专家、师生为丰厚的讲座内容所吸引,并针对报告聚焦的问题、未来的发展进行了广泛地交流。整个大会内容丰富、互动热烈、精彩纷呈。
为期三天的研讨会于14日落下帷幕,肖燕妮教授为专题研讨会做总结发言。她感谢各位远道而来的报告专家和听众,希望与会学者从报告中汲取新知识、新方法,并借助国家天元数学西北中心的平台,加强数学、统计学、生命科学等多个学科间交叉、领域间融合,通过互相启迪互相合作来推动健康发展。

2019年3月30日—31日,由国家天元数学西北中心举办的随机优化及其应用前沿论坛在西安交通大学隆重举行。本次前沿论坛由西安交通大学数学与统计学院承办,共有来自全国超过20多所院校的70多名专家学者与研究生参加。
本次前沿论坛于3月30日上午8点20分在西安交通大学数学楼2-1会议室拉开帷幕。开幕式由国家天元数学西北中心副主任、西安交通大学陈志平教授主持,本次前沿论坛的学术委员会主席陈小君教授和西安交通大学数学与统计学院副院长肖燕妮教授分别致欢迎辞。
前沿论坛围绕随机优化、分布式鲁棒优化、机会约束、随机变分不等式等理论及金融优化应用研究的学术前沿,共开展了14场精彩的学术报告,与会师生开展了深入的交流研讨。本次前沿论坛特别邀请到了香港理工大学陈小君教授、大连理工大学张立卫教授、湖南第一师范学院童小娇教授、中山大学朱书尚教授等多位随机优化领域的资深专家学者做大会特邀报告。同时,邀请到了南京师范大学孙海琳博士、大连理工大学刘永朝博士、大连理工大学郭少艳博士、上海财经大学崔翔宇博士、西安科技大学魏飞博士、西安电子科技大学尚凡华博士做大会专题报告。西安交通大学刘嘉博士、蒋杰、闫哲、杨鹏等博士生也做相关专题报告。
3月31日上午11点40分,本次前沿论坛圆满落幕。闭幕式上,陈小君教授和陈志平教授致闭幕辞。
本次前沿论坛是中国随机优化领域又一次高水平的学术会议。会议为进一步推动随机优化理论、方法与实际问题的结合搭建了交流平台,促进了学术界以及工业界的专业人士之间的交流与合作,有助于推动我国随机优化的理论研究和实践应用的创新与进步。

央广网深圳4月10日消息(记者李强)记者获悉,6月27日-29日将在深圳举办“2019年(第六届)世界智能计算机大会(BenchCouncil 2019)”。世界智能计算机大会是国际上围绕智能芯片和系统为基础的智能计算机产业召开的第一次学术盛会。
据记者了解,大会以“拥抱智能计算未来”为主题,会议除主题报告以外,还包括智能芯片、系统和算法、开源芯片、脑科学、智能超算、安全、医疗、教育、金融、法律、产业互联网等智能应用论坛。
与此同时,BenchCouncil将和中国科学院、北京新科院、多个国家超级计算中心、中国计量科学研究院、工信部中国软件评测中心、中国大数据与智能计算产业联盟、中国开放指令生态(RISC-V)联盟、中科曙光、寒武纪、阿里巴巴以及美国科研机构联合,一起发布智能超级计算机、IoT(端)、Edge(边缘)和数据中心四种典型平台下的人工智能评测标准,联合建设BenchCouncil新技术测试床,发布BenchCouncil性能榜,并举办BenchCouncil国际人工智能系统大赛。

This Summer School aims at overseas junior PhD and senior MSc students who wish to spend four weeks on a short course complemented with local visits. The short course is equivalent to a 15 credit module on a full time education programme with a total of 36 contact hours, and each such contact hour requires 2 hours of additional student independent study time to complete assessments. There will be organised local trips amongst other group activities during the study period.

It is a great honor for us to welcome all our colleagues and students to the summer program on Number Theory and related topics at Harbin Institute of Technology (HIT), organized by Institute for Advanced
Study in Mathematics of HIT. On behalf of the whole program, we are pleased to invite you to participate in these events, which will be held at HIT, Harbin, China, from May to August, 2019.
The program consists of one summer school and seven workshops, plus a series of colloquiums, aiming to bring together researchers in various fields of number theory, to learn about recent developments, stimulate interaction between different areas, and to promote collaborations. The 2019 IMS-China International Conference on Statistics and Probability, hosted by Dalian University of Technology, will be held at Dalian in Liaoning, China, on July 6-10, 2019. All talks will take place
at the Dalian International Conference Center.
The "IMS-China International Conference on Statistics and Probability" is an international conference held regularly and covers a wide range of topics in statistics, probability and their related areas. The conference will bring together a diverse range of researchers, practitioners, and graduate students whose work is related to those areas and will provide an excellent forum for exchanges of the cutting-edge research at the frontiers of those areas, and for forging new research collaborations.
Past IMS-China conferences were successfully held in Hangzhou (2008), Weihai (2009), Xi'an (2011), Chengdu (2013), Kunming (2015) and Nanning (2017).
The deadline for online registration is June 10. Please finish the online registration by the following
