辞旧迎新,感慨万千。2020年是我们国家全面建成小康社会和“十三五”规划收官之年,是谋划“十四五”规划的关键之年,也是因为新冠疫情导致世界格局发生重大变化的一年。中国工业与应用数学学会克服重重困难,团结广大会员在组织学术交流活动、编辑出版学会刊物、举办数学建模竞赛、开展数学普及工作、鼓励科研创新、培养和奖励优秀人才、促进数学与企业融通发展、加强国际合作和专委会的发展等方面做了卓有成效的工作,为未来的发展奠定了良好基础。
2021年,我们面对更多的机遇和挑战,我们要满怀信心,努力将中国工业与应用数学学会发展成为我国富有影响力的社团组织之一。我们要努力做好以下几个方面的工作:一是聚焦长远,紧紧围绕学会发展宗旨,思考新形势下中国工业与应用数学学会发展的相关问题,积极参与国家层面的应用数学发展大计,进一步做好战略性布局,真正体现中国工业与应用数学学会的社会责任和价值;二是继续办好“数学促进企业发展论坛”,面向数学界,面向企业界,面向社会,进一步促进数学与企业的对接融通,凝练企业发展中与数学相关的核心和关键问题,让数学为企业的发展、为国家的战略需求发挥真正作用;三是加强组织体系,做好换届工作。学会的会员队伍规模越来越大,学会要建立更为科学、高效及规范的组织体系,为学会的良好健康发展保驾护航;四是要努力办好学会的会刊。会刊出版与发行已经近一年,要办出一本有特色、高质量的品牌会刊,还需要广大会员的共同努力。
学会发展任重道远,我们更需策马扬鞭。2021年,让我们团结携手,以更包容开放的心态、更开阔深邃的视野、更奋发昂扬的精神和更开拓创新的思维,为祖国昌盛、民族复兴做出基础性、前瞻性和战略性贡献!

- 摘要
12月19日,中国科学院国家数学与交叉科学中心(以下简称交叉中心)在京举办数学与交叉科学发展战略研讨会暨十周年交流会。
“数学与交叉科学研究意义深远、责任重大。”中科院院士、交叉中心主任郭雷主持研讨会并总结说。2010年12月交叉中心正式成立,十年的发展印证了交叉中心的设立正是中国科学院前膽性、战略性和基础性的重要战略部署,是引领和促进我国数学与交叉科学发展的重要战略举措。交叉中心在不断探索中逐步搭建起与各领域科学家、企业家和数学家交流合作的有效平台,在凝聚和培养交叉型人才、体制机制创新等方面也发挥了重要的示范作用。
十年来,交叉中心围绕国家战略需求,瞄准世界科技前沿,开展了数学及其与自然科学、工程技术与社会经济的交叉研究,在数学与信息技术、先进制造、材料环境、生物医学、物理工程、经济金融等若干领域取得了多项重大进展和成果,为推动我国自然科学、工程技术和经济社会各学科的发展做出了重要贡献。
从《关于加强数学科学研究的工作方案》的出台,到13个国家应用数学中心的成立等,近年来,国家相继出台了多项加强数学学科建设的文件和政策,加强对数学等基础学科发展的支持,夯实创新基础。
“数学的春天已经来了。”与会专家表示,这就需要开放合作,真正开展问题驱动的数学交叉研究。同时,数学如何与多学科领域交叉;如何凝练应用场景的关键数学问题;如何培养交叉性复合人才;如何建立完善高效的有利于数学与交叉科学发展的机制体制,促进引用数学成果的转化和落地等问题仍待一一破解。
“从我国总体上看,我国的数学和数学的应用水平与国际一流水平还有差距。近年来,国家出台多项新政策,着力加强我国数学科学研究,国家科技创新发展也对我国数学和数学的应用研究提出了更高、更迫切的需求。”中科院数学与系统科学研究院院长、中科院院士席南华直言。
他表示,作为我国数学科学“火车头”,我们要集中精力在数学与交叉科学研究中出成果、出人才、出文化、出思想,做原创工作。我们必须要注重学术自尊心和学术骨气的建立,我们不能处于别人的指点江山中,做一些为别人添砖加瓦的工作并以此获得他人的赞扬。
推动数学成果解决发展需求中的实际问题,离不开企业家和数学家交流合作。中科院院士马志明根据与华为合作的经验,提出了开放、全面的研讨范式,围绕华为公司提出的“后香农时代,数学领域的十大挑战问题”进行研究交流,以期取得进展或突破。
科技部副部长黄卫指出,数学很重要,国务院《全面加强基础研究的若干意见》、四部委文件《关于加强数学科学研究工作的方案》的出台,以及13个国家应用数学中心的成立等等,都表明数学的发展迎来了新的历史机遇。他还引用吴文俊先生的话 —— “应用是数学的生命线”,以及冯$\cdot$诺伊曼的《量子力学的数学基础》对量子力学的建立与发展的推动作用的实例,强调数学与交叉科学的发展,应用很重要。最后,他希望要重视发现人才,培养人才,要造就一批优秀的数学与交叉科学研究队伍,面向国家重大战略需求,发挥国家战略科技力量的重要作用。
中国科学院副院长李树深表示,国家对数学科学的重视,这既是机遇也是挑战,希望中科院数学院、交叉中心进一步创新体制机制,充分发挥平台优势,加深数学与多学科的交叉融合,针对自然科学、工程技术与社会经济中重大任务与需求,提炼关键科学和数学问题,力争开辟能够引领学科发展的新方向,为我国战略性新兴产业发展方式转变、提升我国科学技术水平做出基础性、战略性、前瞻性贡献。
研讨会上,来自数学与交叉科学研究领域的院士、专家和企业界代表等就相关问题进行讨论交流。

12月27日,国家天元数学西北中心召开2020年度学术委员会会议。会议采用线上线下相结合的形式召开,中心学术委员会主任马志明院士,副主任袁亚湘院士、郭雷院士、徐宗本院士,委员崔俊芝院士、江松院士、张平文院士、范剑青院士等20位专家参加会议。陕西省科技厅副厅长王军、西安交通大学科研院常务副院长黄忠德、中心九所共建高校数学学院领导应邀参会。会议由马志明院士主持。
徐宗本院士首先感谢国家自然科学基金天元领导小组及各位专家对中心工作的长期支持,并简要介绍了中心的定位与工作目标。王军副厅长、黄忠德副院长分别代表科技厅和学校致欢迎词。随后,中心执行委员会副主任陈志平教授汇报中心2020年度工作内容和下年度工作计划。陈教授详细汇报了“偏微分方程与油气勘探”主题活动年、天元数学西部讲堂等三十余场学术活动的开展情况。2021年中心将围绕“最优化方法与人工智能”主题开展讲习班、重大交叉专题研讨班、前沿学术交流、重大交叉研究等主题年活动,和促进西部地区发展活动、中西部高校非数学专业数学基础课教师暑期研修班等常规性学术活动。通过扎实的工作,力争使中心成为一个数学与其他相关学科深度交叉融合的学术交流、合作与协调创新平台。
学术委员会认真听取了工作汇报,肯定了中心的活动主题及工作思路,并针对活动方案提出建议。袁亚湘院士表示中心创新性地组织了一系列主题年活动,凸显了西安交大应用与交叉的特色;郭雷院士认为中心活动顶层设计好,参会专家层次高,活动受众面广;崔俊芝院士评价中心工作思路清晰,具有示范性的作用;江松院士表示中心活动特色鲜明,注重凝练重大科学问题;张平文院士表示中心发挥了良好的辐射作用,带动了西部地区数学学者和国内外专家互动交流;何成研究员希望中心打破传统学科壁垒,将多学科分支交叉融合,以解决实际问题。其他与会专家还就主题活动年专家邀请、人才培养、国际会议的组织实施等方面给予了高贵建议。
最后,马志明院士做总结发言。马院士认为国家天元数学西北中心在活动策划组织、西部辐射带动、科学问题凝练等方面做了扎实的工作,希望同全国五个天元数学中心交流经验做法、相互借鉴。同时鼓励西部地区的数学工作者做“顶天立地”的研究,在帮助解决应用领域实际问题的过程中,多出原创性、标志性的研究成果。

2020年12月25日—28日,由国家天元数学东南中心主办的“微分方程与动力系统学术论坛”(Academic Forum on Differential Equations and Dynamical Systems)在鹭江佲家酒店举行。来自北京大学、清华大学、中国科学技术大学、中山大学、四川大学、吉林大学、华南理工大学、南京师范大学、汕头大学、重庆师范大学、华侨大学等高校的30余位专家学者参加了此次学术论坛。
国家天元数学东南中心执行委员会主任、厦门大学数学科学学院院长谭绍滨教授出席本次论坛开幕式并致欢迎辞。谭院长介绍了国家天元数学东南中心以及厦门大学数学学科的基本情况,表达了对与会专家的热烈欢迎,希望各位专家能够借助此次学术论坛了解前沿的学术进展、分享最新的学术成果。同时谭院长对于各位专家对厦门大学数学学科的关注与支持表达了感谢,并希望大家继续支持厦门大学数学学科的建设。
本次论坛共组织了15场线下学术报告及3场“腾讯会议”线上报告,内容涉及微分方程、微分动力系统、拓扑动力系统、随机动力系统以及光滑遍历论等领域的前沿热点课题。
与会专家表示,国家天元数学东南中心为学术活动提供了良好的平台,本次论坛的成功举办对微分方程与动力系统领域的专家学者加强交流、分享成果起到了很好的促进作用。

Introduction
This online winter course provides 12 lectures in 2 weeks to introduce the field of computational neuroscience. Studies of brain functions have focused on the information processing properties of individual neurons, neural circuits and network systems. Computational neuroscience seeks to study these functions as revealed by neurophysiological experiments through computational means, and, as such, is highly interdisciplinary. Our winter school brings together experimentalists, modelers, and theoreticians to illustrate the diverse approaches and disciplines that make up computational neuroscience.
The winter school is sponsored by the Chinese Society for Neuroscience (Committee on Computational Neuroscience and Neural Engineering),CSIAM Mathematical Life Sciences, the SJTU Institute of Natural Sciences, Ministry of Education-Key Lab in Scientific and Engineering Computing and the SJTU Zhiyuan College.
